The HST will work in different ways with motor fuel, property and other taxes. Here's some answers to common
questions:

Q. How will the B.C. HST impact other provincial taxes?

As with the GST, the HST would apply to other provincial taxes as follows:

Q. Carbon Tax

With the proposed point-of-sale rebate for motor fuels, the provincial portion of the B.C. HST would not apply to gasoline, ethanol, diesel and biodiesel when used in motor vehicles (i.e., in internal combustion engines) as well as locomotive fuel used for trains, marine diesel used for boats, and aviation fuel and jet fuel used for aircraft, or to the carbon tax payable on those fuels.

However, the B.C. HST would be applied to the purchase price including any carbon tax on all other fuels such as heavy fuel oil, propane, butane, natural gas and ethane.

Q. Motor Fuel Tax

With the proposed provincial point-of-sale rebate for motor fuels, B.C.’s 7 per cent portion of the HST would not apply to gasoline, ethanol, diesel and biodiesel when used in motor vehicles as well as locomotive fuel used for trains, marine diesel used for boats, and aviation fuel and jet fuel used for aircraft.or to the motor fuel tax payable on those fuels.

However, the tax would be applied to the purchase price including any motor fuel tax on all other fuels such as, propane, natural gas and hydrogen.

No other HST province provides a point-of-sale rebate on motor fuels so the HST in those provinces applies on top of their provincial fuel taxes.

Q. Property Transfer Tax

Property Transfer Tax is payable on the fair market value of the property being transferred. In the case of new housing, where GST applies, the GST paid is subtracted from the fair market value of the property for the purpose of determining the property transfer tax payable.

Similarly any B.C. HST paid would be subtracted from the fair market value of the property for the purposes of determining the property transfer tax payable. This approach is similar to other HST provinces with property transfer taxes.

Q. Tobacco Tax

The B.C. HST would be applied to the purchase price, including the provincial tobacco tax, of all tobacco products. This approach is identical to that in all other HST provinces.
